Box 1538
Albuquerque, New Mexico

Dear Col. Turner:

The Purgatoire River Survey for Flood Control'Reporthas been reviewed
by members of this Department.

We are aware of the pressing need for flood control and.irrigation
water storage in the Trinidad area. The surrounding area is suffering fro~
an accelerated erosion problem. Suitable habitat for game fishes is quite
limited.

An impoundment for sediment retention and better regulation of water
supplies would have concomitant beneficial effects upon the fish and wild-
life resources of the area.

There are two proposals which we wish to advance for consideration:

1. The reservoir and its operation as planned would add materially to
the recreation possibilities, and, to a limite~ extent, to the fisheries of
the area. If a fishery conservation pool could be economically included in
the planning, the recreation and fishery values would be much higher.

It is realized that availability of water is an all-important factor in
the creation of such a conservation pool since the hydrology records show
the reservoir dry 5.7% of the time.

A desirable conservation pool would be one eight feet in' depth at the.
dam above any existing silt deposit. The presence of a flowing inlet
during maximum draw-down periods could possibly result in lowering this
requirement somewhat.

It is ,undesirable from a trout habitat standpoint to have the water
depth at the dam less than six feet. The acre-foot requirements of such
a conservation pool would vary as sediment accumulates in the reservoir,
and we feel that the proposal is best stated as a,prescribed water depth
at the dam above existing silt deposition.

APPEND IX G
Exhibit No.2

.
