.

.

.

,

0877

Estimated aecreational Benefits

AlthoUlh many economic benefits stem frompro-
vision of adequate recreational faciliti,s at reservoir
are.s, a lonl .tu~y of the subject has convinced the Na-
tional Park Service that such benefits cannot b...a-
sored sci.ntificall)' in monetary terms. Th. Servic.
believ.., howev.r, that its experience warrants a "jud,_
.eDt value" approach to the proble. of alilsigninla mone-
tary value to pot.ntial recreational benefits'of proposed
projects., The Service holds that, provided a propo.ed
re..rvoir wou~dnot destroy .01'41 important conservation
and recreational values, expected benefits resulting
fro. (1) the construction of a reservoir and (2) fro.
full develop.ent of the needed recreational facilitie., ,
would be ,rea tel' than the specific costs of developilll,
operating, and maintaining these facilities~A reason-
able e.timate of the benefits ariSing from each reser-
voir may be normally consid.red as an amount equal to
the specific costs of developing, operating, and main-
taining the recommended facilities.

The benefits arising from the development
reco_end.d for the, reservoir under the operating condi-
tioDBnow planned (see Appendix) total $462,400. (For
. relatively st.blereservoir operation as suggest.d
her. in , this filur. would' be mol'. than doubled, not in-
cluding secondary b.n.fits to the economic sitUation of
the Trinidad community resulting from anticipated in-
cr....d tourist-time spent in the vicinity.)

Recommended Agency for Administration

Th. City of Trinidad would be a logical agency
tor the admini, stration of recreation at Trinidad R.s.r-
voir. Th. city, as has b.en noted above, successfully
administers recreation at its water storage reservoirs
through the Isaac Walton Leagu.. Th. city governing
group not only has gained the experience qualifying it
for such an undertaking but also, through the City Uan-
.ger, has indicated an interest in the particular pro-
ject. Its value to the co_unity both for day-us.
recr.ation of the people living there and for its pos-
sibl. economicvalu. fro. tourist visitation is r.cog-
nized. Also, the lbcal community has the chief inter-
est in achieVing the necessary blending of reservoir
fUDctions so that not only flood control and irrigation,
but also the most in recreational resources may be ob-
tained.

APPENDIX G
Exhibit No.1

J"

,h ~,-' '> ". :""-'_,-_"

.
