Purpose and scope. - The purpose of this appendix is to present <br />an estimate of costs and annual charges for the proposed Trinidad Reser- <br />voir Project which has been selected as the plan of improvement for the <br />Purgatoire River and tributaries above the mouth of San Francisco Creek. <br />Only the deG~iled cost information of the recommended reservoir proj- <br />ect is pr0senteJ herein. Other projects investigated in detail were <br />found 'to oe econC'mically infeasible or would not provide flood control <br />and water conservation to the extent offered by the recommended project. <br />2. l!.n.it costs. - The unit costs Used in estimating items included <br />in the recommended plan of improvement were based on recent computations, <br />comparati~e estimates, abstracts and constructional data gathered during <br />the year 1952 b~' the Albuquerque District. The unit costs thus obtained <br />were corrected to reflect the magnitude of the projects, the length of <br />haul of materials, climatic conditions, access to railheads and highways, <br />availability of electric power, and other project differences Which might <br />affect unit costs. <br />3. Cost allocation. - The allocation of total first cost to flood <br />control and irrigation was determined by the separable cost-remaining <br />benefit method as recommended in a report to the Federal Inter-Agency <br />River Basin Committee by the Subcommittee on Benefits and Costs, en- <br />titled "Proposed Practices for Economic Analysis of River Basin Projects," <br />dated May 1950. <br />4.
