.

.

.'

,..",
' ,

..

.

.0872

Other factors ~ti:f'lueDcingrecreationalde-
velopmellt inClude the nuill\iier of psoplewithin apprQ-
priate use-distance, the relationship between their
needs for recreation and available facilities, afid
the economic outloo~ f~,~~~e area. Within a rad!us
of twenty-five miles, liiasEtd on 1950 Census Reports,
live 36,400 people. With the exception of Raton, all
towns therein and the included sections of Las.Animas
and Huerfano counties., ColQrado, and of Colfax County,
New lIe:ico, decreased i.population during the 1940-
50 decado. ' A major cause of this decline has been the
closing ef coal mines, due to changing industrial fuel
requirements, and costs of production. Local efforts
to offset ,this situation, as noted by the wrHers on
their inspection, include not only 'new industries, in-
stallationof mechanized coal mining equipment, in~
creas.. activity in cattle raising and farming, but
also activities resulting from a new concept of the
ecenomic importance to the area of the tourist trade.
This in itself could be an important factor in working
out details of how to Dest utilize the recreational
pessi~ilities which could De created by the reservoir.

Existing bodies of water within normal day-
use distance (Model and Seven Lakes Reservoirs) are
~rte. to have no public recreational function.
Bat.. Pass development supplies limited picnick~ng
facilities, principally as a roadside park unit.
AlsCll, it has ,a new mechanical lift development, said
to be intended for observation rather than for skiing.

Beyond this twenty-five-mileradius and ,with-
in fifty air miles distance are a number of recreation-
al attractions. To the south, in New Mexico, is the
unimpressive group of shallow lakes forming theVermejo
(iirigation) Project, supplying some local fishing; and
the Capulin Mountain National Monument, preserving a
huge cinder cone of extinct volcano, and providing
scenic and geological interest.

, To the west, in Colorado, are Monument and
North Lakes. These are owned by the City of Trinidad
and are used for municipal water storage and recreation-
al development. Monument Lake, the larger, is operated
on a non-profit basis by lease to the Las Animas Chapter
of the Isaac Walton League, and offers fishing, boating,

.APP~NDIX G
Exhibit No. 1
Pagel3 ,of 24
