.

.

-.".. "j.'_.
I. 0867,

.

General Description of Area

Location
,

The site proposed for Trinidad dam is about
three .ile~ upstream (southwest) from the town of Trini-
dad, Colorado, on the Purgatoire (Picket Wire) River,
tributary to the Arkansas River. The reservoir would
extend some six miles upstream and would include several
sizeable canyon side reaches. The site is easily acces-
sible from Trinidad over paved State Highway 12 (lead-
ing to the aountains on the west) which in turn can be
reached ove.r U. S. Highways 85, 87, 350, and 160, per-
mitting fairly direct access from northern and eastern
Colorado, as well as from New Mexico, Kansas, Texas,
and Oklahoma.

Trinidad, the county seat of ,Las Animas County,
is the trade center for that section of southeastern
Colorado. Coal mining and production of beef cattle
rank as principal economic activities .in the area. Ca-
tering to tourists. has sOllie importance due to its stra-
tegic location with respect to highways entering the
state from the south and east, making it an important
port of entry to vast scenic regions in both New Mexico
and southern Colorado.

Purpose of Reservoir

Trinidad Reservoir is proposed as a multi-
purpose unit. It would have both flood control and
irrigation functions. Municipal water storage may be
included as a minor purpose. The proposed operation,
due to extreme drawdown, could provide limited recrea-
tion as a by-product of the reservoir. However, by
harmonizing its multiple-purpose operation so as to
be more compatible with basic recreational require-
ments, recreation could be made one of the purposes of
the reservoir.

Flood impoundments would reportedly be in-
frequent and of short duration. ,Their horizontal
fluctuation would be only 1II0derate, except in the
upper reaches.

Full irrigation impoundment would create a
reservoir about six miles in lengt~, a mile wide at
the dam, with several side canyon arms, totalling
1660 surface acres. Annual withdrawals of 55,000 acre

APPEND IX G
Exhibit No, 1
Page _8 of 24

~"--,-';"

.
