Bell reported this suggestion was <br />contained in a report from the Water Pollution Commission in Dallas, and the report <br />also suggested that the State of Colorado provide the funds'for this land acquisition. <br /> <br />); <br /> <br />~ I <br /> <br />RIVER ADMINISTRATION & EDUCATION COMMITTEE: <br /> <br />Chairman Wagner reported his Committee met just prior to the convening of the <br />Board of Directors meeting, to review material suggested by the General Manager <br />for Brochure #5. He advised that this Brochure will describe the Fryingpan-Arkansas <br />Pro}ect, and the Committee members feel it will be one of the most heavily used <br />Brochures of the series. He stated the Committee recommends a 16 page Brochure <br />with pictures to compliment the statistical and editorial material. After general <br />discussiol1 regarding the usefulness of the Brochure series, Wagner moved~ seconded <br />by Young. that the Board approve the printlng of 10.000 copies of Brochure #5. <br />Motion unanimously carried. <br /> <br />'" <br /> <br />ADJOURN FOR LUNCH <br /> <br />WATER ALLOCATION STUDY: <br /> <br />.,.' <br /> <br />At 1:30 p. m. President Nichols asked the Directors if they had researched the <br />Water Allocation Summary submitted by the Manager following the October meeting. <br />A number of Directors indicated they had, and Celt it provided information upon <br />which a formal policy COll1 be developed. Attorney Beise suggested that Project <br />Manager James Ogilvie and Manager Thomson meet with him to review the summary <br />and to develop a preliminary draft of a water allocation policy which could be re- <br />viewed by the Board of Directors. <br /> <br />'I <br /> <br /> <br />:1 <br /> <br />LAMAR REPORT: <br /> <br />Four official representatives from the City of Lamar: Mayor, William M. Sunday~ <br />City Attorney, R. G. Rogers; Water Superintendent~ W. R. Randle; and City . <br />Administrator, .Francis L. Hiigel. then met with the Board to discuss in detail the <br />Lamar Report. Mayor Sunday stated they were anxious to receive additional <br />clarification of the graphs and Mr. Ogilvie explained them in minute detail. Mayor <br />Sunday said the proposal to extend the District all the way to the Kansas line was a <br />neW proposal. Milenski asked whether or not the figures included in the Bureau <br />Report included the cost of the pipeline and Mr. Ogilvie advised they did not. Sunday <br />inquired as to how the pipeline would be paid for and Ogilvie said the total cost of <br />the pipeline. including Lamar ~ would be spread among the communities which would <br />benefit from the pipeline. <br /> <br />-I <br />j, <br /> <br />'I <br /> <br />Mr. Hiigel asked what the chances are for Lamar getting the amount of water it <br />might request and President Nichols said the Board of Directors of the Conservancy <br />District is developing a Water Allocation Policy whereby the project water would <br />be lIequitablyll distributed by the Board of Diret:.tors on a year to year basis. Mr. <br />Hiigel suggested it might be difficult to sell the people in Lamar on joining in the <br />District if they could not be assured of the given amount of water. President Nichols <br />stated all communities in the Valley are under the same program. Mr. Randle re- <br />po["ted the figure of 1~ 200 to 1,500 acre feet of water usage is accurate, but that <br />Lamar would be able to use more water in the future because of industrial growth. <br />President Nichols described the program developed by the City of Colorado Springs <br />regarding their use of Project water. He advised it will require a 40 mile pipeline <br />pumping facilities to lift water 800 feet vertically, and treatment cost of approxi- <br />mately $13 per acre faota He sta.ted the cost to Colorado Springs citizens would be <br />approximately $53 per acre foot in addition to the mill levy, but the people in Colorado <br /> <br />-5- <br />
