<br />Chairman Ciruli reported that the Committee had not met since the last Board of
<br />Directors meeting due to the fact that additi:mal information was not available on
<br />the Valley Pipeline Study. Thomson stated that representatives from the Firm of
<br />Black and Veatch would be in the Pueblo area on Friday. November 17, 1967, to
<br />research material available from the Southeastern Colorado Water Conservancy
<br />District~ Clnd to meet with representatives from Valley communitives. Thomson
<br />said he would inquire regarding the progress of the study and whefuer it would be
<br />convenient and useful for the representatives from the Firm to IDeet with either
<br />the Engineering Committee or report to the full Board of Directors at the December
<br />meeting.

<br />A ttorney Heise reported that the Adjudication Hearing a.t Salida has been continued
<br />to May 1968 and advised he wrote to the Judge in Sallda suggesting closing this
<br />Hearing, since everyone has had an opportunity to file. He reported that Judge
<br />Wilson in Canon City will probably close the Adjudication Hearing there in January
<br />1968. BeiBe said he has written to Judge Darryl~ and Judge S. Philip Cabibi, re-
<br />lative to the "Due Diligence" Hearings which must be held commencing in January.
<br />He also has written to the Bureau of Reclamation requesting that they up date all of
<br />their information in order that the Conservancy District might present our rtDue
<br />Diligence" report before these two Courts.

<br />Mr. Beise reported that the Records Case has been extended to December 14 at
<br />the request of the Intervenors. He said that District JUdge S. Philip Cabibi issued
<br />an Order on November 3, 1967, "In the matter of the Adjudication of Water Rights
<br />for all Beneficial Purposes in Water District #14, Irrigation Division tt2~ State of
<br />Coloradol! p~rmitting owners of wells to file petitions for decrees on January 30, 1968.
<br />at 10:00 a. m. Mr. Beise stated this Order does not require all owners of wells to
<br />so file. and those who do not, will not be jeopardiz.ed.

<br />Milenski inquired as to whether. the petition by'Game:. Fish, and Park.s Department
<br />for water on Muddy Creek for the permanent pool at John Martin Reservoir has
<br />any interest to this District. Beise responded he was not familiar with the program
<br />but would investigate. .

<br />President Nichols said he thought the Directors would be interested in knowing that
<br />in 1967 the area oovered by the Southeastern Colorado Water Conservancy District
<br />in 9 Southeastern Colorado Counties has a total assessed valuation of $565~ 634~ OOO~
<br />which is an increase of 40'0 since the District was formed in 1958. Of this amount~
<br />El Paso County now accounts for 50.840/0 with a 79. 9% increase in the same period
<br />of time.

<br />Chairman Dilley reported that no Legislative activities have required the attention
<br />of the Committee. Thomson asked if the members of the Committee and the Board
<br />felt it might be timely to have Richard Eckles bring 'the Board up to date on his re-
<br />search under Senate Bill 407. and the Directors felt it would be premature. Bell
<br />reported that the Water Committee of the State Legislature is reviewing material
<br />available at tms time .and doubts if any Legislation will be ready for the 1968 Session.
<br />He also stated he agrees with Director Young that additional attention should be given
<br />to the Fountain River drainage area for flood control projects. Chairman Dilley
<br />stated he and others were very much concerned over a news article suggesting that
