(301) 496-6011 <br /> <br />D, FEDERAL FUNDS FOR OPERATING <br />PURPOSES <br /> <br />There are many on-going Federal programs tor <br />operating purposes. Most of these are trom the De- <br />partment of Health, Education and Welfare to the <br />States. This handbook will not attempt to list them, <br />but rather concentrate on the few.programs of other <br />agencies or those directed to local governments. <br /> <br />National Health Service Corps (13.258) <br />The NHSC was set up to improve the delivery of <br />health care and services in areas critically short of <br />health personnel. The Secretary of HEW may assign <br />personnel to designated communities, with emphasis <br />on primary medical or dental care. The number and <br /> <br />type of people assigned will depend on the nature of <br />shortages. <br />Eligible applicants are States, local health agencies, <br />and non-profit health organizations. (301) 443-4434 <br /> <br />Law Enforcement Assistance Discretionary Grants <br />(16.501) <br />In addition to the formula grants which LEAA <br />gives to the states (for state and local agencies), there <br />are discretionary funds available. The emphasis has <br />been given to reducing crime in major cities and de- <br />veloping state criminal justice standards. Although <br />the competition is strong, there may be some funds <br />for the unusual problems of impacted communities. <br />Eligible applicants are States and local governments, <br />or combinations of agencies.
