Five <br />of them, however, have funds for supplementing capi. <br />tal grants given by other Federal agencies. Eligible <br />recipients include States, local governments and non- <br />profit organizations. Eligible costs are for construc. <br />tion and equipping of facilities, and for land <br />acquisition. <br />The total Federal share, combi ning the basic grant <br />and the regional commission supplement, cannot ex- <br />ceed 80 per cent. Those programs <br />vvhich are applicable and useful to your community <br />can be determined by discussions with your HUD <br />Area Office or HUD/FHA Insuring Office (See Inside <br /> <br />Back Cover for cities in which they are located). <br />Two programs which may be of value in the con- <br />struction and rapid growth stages of energy development <br />relate to the financing of mobile homes and their <br />parks: <br /> <br />Mobile Home Loans - made by approved lending <br />institutions and insured by HUD, Units must be <br />at least 10' x 40' and meet HUD standards, Loans <br />up to $10,000 for single.unit and $15,000 for <br />double-wides, with maximum term of 12 to 15 <br />years. (14.1101 <br /> <br />Contact: Any HUD/FHA approved lender <br /> <br />NOTE: Eligible veterans may obtain mobile home <br />financing from approved lenders with loans guaran- <br />teed by the Veterans Administration. Maximum <br />guarantee is $12,500 for 12 years for single-units, <br />and $20,000 for 20 years for double-wi des. Contact <br />VA approved lending institution. <br /> <br />Mobile Home Parks - FHA will insure loans from <br />approved lenders for mobile home park development. <br />Mortgage may cover 90 per cent of park value up to <br />a limit of $3,250 per space (or more in "high-cost" <br />areas). The maximum term is 40 years. (14.127) <br />The park must be large enough to be profitable, <br />with no maximum limit. It must contain public <br />utilities and neighborhood amenities. The develop- <br />ment must meet the standards of Minimum Design <br />Standards for Mobile Home Courts, HUD Hand- <br />book 4940.5 (See page 24). <br /> <br />Refer to: Section 207 Mobile Home Park Financing <br /> <br />Contact: HUD/FHA Insuring Office, listed in Inside <br />Back Cover. <br /> <br />Health Services (HEW) <br /> <br />The National Health Planning and Resources De- <br />velopment Act of 1974 (P.L. 93.6411 creates a new <br />program of State and area-wide health planning and <br />development. This replaces nearly all previous <br />planning and financial assistance programs. A national <br />network of substate "Health Service Agencies" is being <br />established to, among other things, coordinate planning <br />and review all applications for Federal funds. <br />Assistance is provided for modernization and con- <br />version of existing facilities, for construction of new <br />out.patient facilities, and for construction of new in- <br />patient facilities in areas which have experienced recent <br />rapid population growth.
