The waters of the Gila River affected by that decree <br />are fully appropriated, and rights are definitely settled, so that, <br />as Arizona sees it, the only chance for an adequate supplementary <br />supply of waters to lands now or heretofore, irrigated along the <br />Gila River, in either Hel'T J.1exico or Arizona, is by the authoriza- <br />tion of the Central Arizona Project; the bringing in of Faters <br />from the rnaln stream of the Colorado River to supply lower <br />lands, mainly in Pinal Counny, Arizona; and by an exchange, <br />to release "Faters of the Gila River to Hl1ich those lands have <br /> <br />decreed richts to lanc1s u:1stream in Ne1~ ;,jexlco and the upper <br /> <br /> <br />valleys of Arizona, and then to provide for storage in the upper <br /> <br /> <br />Gila River in Nell l-iexico to store a sufficient quantity of the <br /> <br /> <br />Haters of the Gila P.iver to provide the adequate supplementary <br /> <br />, <br /> <br />supply for lands now or heretofore irrigated in,the upper valleys <br /> <br /> <br />of Arizona and below the dam site in Ne~r Eexlco. <br /> <br /> <br />The best interests of lIel-T j,jexico in the Lover Basin coincide <br /> <br />\lith the interests of Arizona, because,all the tributaries <br />in the LOHer Basin are Hasting streams. If beneficial consumptive <br />use is measured by the resulting depletion at the mouths of <br />those trlbutaries, larger quantities of uater could be used <br />
