<br />r- <br /> <br />Summary <br /> <br />In <br /> <br />{~j <br /> <br />Forest and Woodland <br />Management <br /> <br />C'J <br />Q <br />C.) <br /> <br />Approximately 5,800 acres or 98 percent of the commercial <br />operable forest will be available for harvest. Annually, 34 <br />acres of forest, or 185 Mbf, will be replaced through <br />regeneration harvest. Approximately 12,000 acres or 96 <br />percent of the productive operable woodlands will be avail- <br />able for harvest. Annually, this will be about 53 acres of <br />harvested area or 477 cords. In addition, the age <br />class/growth condition and access of forest and woodlands <br />on lands administered by BLM will improve. <br /> <br />Lands Ownership Adjust- <br />ment Management <br /> <br />Emphasis will be to retain and manage the majority of <br />BLM-administered lands in the SLRA. Approximately <br />5,300 acres could be available for disposal by public sale and <br />other means. An additional 352,000 may be available for <br />disposal, preferably by exchange, when disposal is in the <br />public interest. Adjustments to lands administered by BLM <br />under the second category will probably be infrequent. <br />Land disposal will not occur in the designated ACECs, <br />WSAs, and SRMAs within the SLRA. Category I and IT <br />criteria are shown in chapter 3 and on the Realty Action <br />Decisions Map in the back of this document. <br /> <br />Some potential zones of acquisition have been tentatively <br />identified to consolidate land ownership patterns, improve <br />manageability, protect or enhance sensitive resources or <br />other public land values, etc. These zones, shown on the <br />Realty Action Decisions Map in the bad of this document, <br />are non-Federal lands identified for acquisition ouly from <br />willing landowners or agencies at fair market value to satisfy <br />important public interests <br /> <br />Lands Withdrawal Manage- <br />ment <br /> <br />Existing withdrawals will be retained except for the water- <br />power/storage withdrawals in the 2,640 acres on the 22-mile <br />Rio Grande River Corridor determined suitable for wild <br />and, scenic river designation. A new withdrawal will be <br />recdlmhended to protect the river corridor values, whether <br />or nbtliesignation as a wild and scenic river occurs. The <br />~~~IlWal for ~~ Blanca area will be expanded to <br />m",~ "'. ' i4q;a~ WIthin this special wildlife and recrea- <br />ti "~thdrawals will be recommended for six <br />'.' ~r his!oric place (NRHP) sites, and <br />ling WIthdrawal on Cumbres Thltec <br />;~ also recommended. <br /> <br /> <br />Lands Access Acquisition <br /> <br />All access acquisitions would be directed by the access <br />priority ranking criteria; access benefiting BLM and other <br />resource agencies, access needs identified within various <br />CRMAPs, access needs identified for the Rio Grande River <br />Corridor, and access needs identified within the area-wide <br />support services management plan (SSMP). <br /> <br />Lands Rights-ot-Way <br />Management <br /> <br />All utility corridors will be designated per the Western <br />Utilities Group (WUG) plan, except areas of critical en- <br />vironmental concern (ACECs) and exclusion areas. All <br />other BLM-administered lands will be open for considera- <br />tion for development of ma,jor utility facilities with stipula- <br />tions on a case-by-case basis. (See Realty Action Decisions <br />Map in the back of this document.) <br /> <br />Areas ot Critical Environ- <br />mental Concern <br /> <br />Approximately 142,000 acres were identified lor special <br />management. Designation of 131,000 acres (93 percent) for <br />special management will occur. These acres include Sand <br />Castle Area ACEC; San Luis Hills Area ACEC; Blanca <br />Area ACEC; llickle Mountain Area ACEC; Rio Grande <br />River Corridor ACEC (which includes all portions deter- <br />mined eligible and suitable as an addition to the National <br />Wild and Scenic River System); Elephant Rocks Area <br />ACEC; Cumbres and Thltec Scenic Railroad ACEC; Los <br />Mogotes Area ACEC; and Ra Jadero Canyon ACtlC. <br />Areas of Special Concern Decisions Maps are in the back <br />of this document. About ll,::!OO acres (7 percent) will not <br />be designated as areas for special management. <br /> <br />Recreation Management <br /> <br />About 27,600 acres (5 percent) of the lands administered by <br />BLM in the planning area wiJ) be managed for intensive <br />recreation; i.e., the Rio Grande River Corridor (4,595 <br />acres), Penitente Canyon (7,529 acres), Zapata Falls Area <br />(6,302 acres), and Blanca (9,147 acres) special recreation <br />manageme.Jt areas. About 493,000 acres or 95 percent will <br />be managed for extensive recreation opportunities. <br /> <br />About 173,000 acres or 33 percent of lands administered by <br />BLM in the plarwing area will be managed as open to <br />off-highway vehicle (DHV) use, and about 342,000 acres or <br />66 percent will be open with limitations to DHV use. There <br />will be 5,300 acres or 1 percent closed to DHV use (shown <br />on Special Concern Maps in the back of this document). <br />5-2 <br />
