The activities of the Albuquerque District during Fiscal <br />Year 1964 consisted of continuation of preconstruct ion planning of the <br />Trinidad Reservoir project on Purgatoire River near Trinidad, Colorado, <br />and investigations and studies for water resources development in the <br />Arkansas River Basin in Colorado. <br /> <br />Preconstruction Planning. Preconstruction planning of the Trinidad <br />Reservoir project was completed and plans and specifications were pre- <br />pared for the outlet works. Funds in the amount of $750,000 for a con- <br />struction start are included in the Public Works Appropriations Bill for <br />Fiscal Year 1965, recently passed by the U.S. House of Representatives. <br />It is anticipated that these funds will be available during the second <br />quarter of Fiscal Year 1965. These funds will permit the acquisition of <br />lands for the outlet works, initiation of construction of the outlet works, <br />and the design and preparation of contract plans and specifications for <br />other project features. Construction of the outlet works is scheduled to <br />start in January 1965. The good possibility of having these funds made avail- <br />able makes the consummation of an irrigation repayment contract imperative <br />prior to December 1964, in order to maintain construction schedules and <br />keep the project eligible for continuing appropriations for completion <br />of construction in the future. <br /> <br />House Resolution 5100, 88th Congress, a bill "authorizing the modifi- <br />cation of the Trinidad Dam on Purgatoire River, Colorado, in the interest <br />of flood control and allied purposes" is pending in the Congress. This bill <br />would modify the project to relieve local interests of the requirement that <br />they contribute in cash 4.5 percent of that portion of the first cost of <br />the project allocated to flood control, presently estimated at $548,500. <br />The Department of the Army and the Bureau of the Budget have interposed <br />no objections to the bill. It appears that Congressional action on the <br />bill will not be completed until next year. <br /> <br />General Investigations. Investigations and studies of water resources <br />problems and possible solutions were continued in cooperation with inter- <br />ested Federal and State agencies and local interests. Improvements under <br />consideration include single- and multiple-purpose reservoirs, major drain- <br />age, channelization, levees, floodways, and eradication of phreatophytic <br />growth in streambeds. Economic base studies of the subbasin, instrumental <br />field surveys of flood plains, and hydrologic and design studies of alterna- <br />tive plans of improvement are underway.
