<br />. <br /> <br />. <br /> <br />Arizona v. California <br /> <br />Last month Mr. Douglas Noble reported that the Special Master-Frank J McGarr had issued <br />his Report and Recommendation regarding the disputed boundary claims with respect to the Fort <br />Mojave, Colorado River and Fort Yuma Indian Reservations. I have included in the Board folder, as <br />an informational item, a copy of Judge McGarr's written opinion. <br /> <br />Colorado River Operations <br /> <br />Space Building Releasesfrom Lake Mead <br /> <br />On September 10, 1999, Reclamation consulted, via a conference call, with representatives of <br />the Colorado River Basin states to discuss the continuing space building releases from Hoover Dam <br />above those required by the flood control regulations. The purposes for the additional release of water <br />were: I) to reduce the probability of having a flood control mandated release from Lake Mead in <br />January of2000 which would be above 19,000 cfs; 2) to allow the Cibola Dredge to be floated two <br />miles upstream from its current location in order to begin dredging the sediment plug above Morelos <br />Dam; and 3) to provide dilution water for offsetting the increased salinity that will result from the <br />repair of the Main Outfall Drain Extension (MODE) between November 8th and December 8, 1999. <br />It was reported that since the August 16th conference call, inflow to Lake Powell increased an <br />additional 370,000 acre-feet above normal. The total volume of water expected to be released above <br />downstream requirements is 750,000 acre-feet, resulting in the expected vacant space in the System <br />reservoirs on January], 2000, to be 5.90 maf as compared to the 5.35 maf required by the flood <br />control regulations. A copy of Reclamation's September 17th and 2 I" News Releases are included in <br />the Board folder. <br /> <br />Reclamation's Proposed Modification olCAP Water Allocation <br /> <br />Last month the Board discussed Reclamation's proposal to reallocate Central Arizona Project <br />(CAP) water from agricultural use to M & I and Indian purposes and its intention to prepare the <br />necessary environmental documents under NEP A to assist in developing proposed modifications of <br />previous CAP water allocations. <br /> <br />Included in the Board folder for your information, is a copy of the handout material that was <br />distributed by Reclamation at the public scoping meetings which outlines the proposed action and <br />alternatives to be considered by the Secretary of the Interior. Also included in the Board folder is a <br />copy of Arizona Department of Water Resources' (ADWR) response to Reclamation's National <br />Environmental Policy Act notice. In its letter, ADWR questioned the adequacy and timing of the <br />Notice. <br /> <br />Proposed Water Transfer from IID to the SDCWA <br /> <br />Also included in the Board folder, as an informational item, is a notice rrom the State Water <br />Resources Control Board (SWRCB) announcing that it extended the comment period to September <br />21, 1999, regarding the IIDfSDCW A long-term water transfer agreement and application for change <br /> <br />2 <br />
