<br />UCl2303 <br /> <br />. <br /> <br />. <br /> <br />EXECUTIVE DIRECTOR'S MONTHLY REPORT <br />TO THE <br />COLORADO RIVER BOARD OF CALIFORNIA <br /> <br />October 19,1999 <br /> <br />RECEIVED <br />on 2 5 1999 <br /> <br />AGENCY MANAGERS' REPORT <br /> <br />Colorado Wal&f <br />ConservatiOll Board <br /> <br />The Agency Managers have not met since the August Board meeting. <br /> <br />PROTECTION OF EXISTING RIGHTS <br /> <br />Colorado River Water Report <br /> <br />During August 1999, storage in the major Upper Basin reservoirs decreased by <br />108,000 acre-feet and storage in the Lower Basin reservoirs increased by 252,000 acre-feet. Total <br />System active storage as of the end of August was 56.161 million acre-feet (Olaf) or 94 percent of <br />capacity, which is 0.228 mafless than one year ago. <br /> <br />September releases from Hoover, Davis, and Parker Dams averaged 11,960, 15,080 and <br />13,160 cubic feet per second (cfs), respectively. Planned releases from those three dams for the month <br />of October are 14,900, 16,500 and 13,900 cfs, respectively. The October releases represent those <br />needed to meet downstream water requirements and flood-control space building requirements. <br /> <br />The observed April through July 1999 unregulated inflow into Lake Powell was 7.621 Olaf, <br />which is 99 percent of the 30-year average for the period 196 I -1990. The unregulated inflow into <br />Lake Powell for the 1998-99 water year was 12.748 Olaf, or 109 percent of the 3D-year average. <br /> <br />The Lower Division states' estimated consumptive use of Colorado River water for calendar <br />year 1999, as estimated by Board staff, totals 8.176 Olaf and is projected as follows: Arizona, <br />2.796 Olaf; California, 5.1 II Olaf; and, Nevada, 0.269 Olaf. Estimated additional unmeasured return <br />flow credits of 0.235 Olaf would reduce the total amount to 7.941 Olaf. For calendar year 1999, the <br />Central Arizona Project (CAP) is projected to divert 1.446 Olaf, of which 330.000 acre-feet is to be <br />placed in the Arizona Water Bank, and The Metropolitan Water District of Southern California <br />(MWD) is projected to divert 1.219 Olaf. <br /> <br />The October I" estimate of 1999 end-of-year California agricultural consumptive use of <br />Colorado River water under the fIrst three priorities of the 1931 California Seven Party Agreement <br />is 3.833 Olaf. This estimate is based on the collective use through September 1999 by the Palo Verde <br />Irrigation District (PVID), the Yuma Project Reservation Division (YPRD). the Imperial Irrigation <br />District (lID), and the Coachella Yalley Water District (CYWD). Figure I, found at the end of this <br />report, depicts the historic end-of-year agricultural use for the year. <br />
