",.tant .in Co.f..OJta.do? <br />- . <br /> <br />A substantial change that came into the picture during Congressional <br />hearings was the proposal that certain preference custome'rs made re- <br />garding the construction of a thermal pl<mt on the coal beds in Col- <br />orado. This proposal, of necessity, was predicated on the existence <br />of a Federal transmission system to permit part of the output to be <br />delivered in Arizona by replacement and otherwise. An REA loan has <br />now been secured for a part of the cost of this plant and private <br />financing has been arranged for the rest. Construction is expected <br />to proceed in the near future. With thermal power introduced in this <br />area it is possible not only to eliminate certain parts of the pro- <br />posed all-Federal system but without additional lines, delivery of up <br />to 600 megawatts in Arizona. The result of this consumer-owned thermal <br />plant will be to increase net revenues to the Bureau by an estimated <br />$2.5 million per year. Udall, on February 20, 1962, <br />announced his decision concerning construction of transmission lines <br />for the five-state Colorado River Storage Project. This decision pro- <br />vides for the fOllowing: ' <br /> <br />1. All lines in Utah to be constructed by Utah Power & Light <br />Company with power to be Wheeled for the United States at <br />a charge of $4.20 per kilowatt per year>. <br /> <br />2.
