<br /> <br />tv <br />W <br />00 <br />w, <br /> <br />Wh~t wa~ accornpR~hed thkoUph t~ b~? <br /> <br />One thing that the passage of the Public Works Bill, with the inclusion <br />of fund's for transmission lines, did accomplish was to allow the Bureau <br />of Reclamation to further negotiate with the utilities from a position <br />of strength which it previously had not had. Also, incidently, it had <br />the result of elininating sorr.e three to five million dollars per year <br />extra cost which would have been involved if the Bureau had been forced <br />to accept the initial proposals ef the private utilities. An increase <br />of 10 to 15 per cent in power rates would have been necessary to over- <br />come this extra cost. <br /> <br />('!ho.x M9(UU.Za,tLOn,~ he.tped oa1.n thL6 V.[c;tOky? <br /> <br />The victory, as such, was cnly gained through the work and efforts of <br />public power groups throughout the Nation. Some rather startling <br />changes developed rapidly. Regardless cf earlier attempts to sell the <br />idea that the initial offers of the private-utilities were rock-bottom <br />prices aimed at providing the maximum benefits to the gcvernment and <br />economic rates to power users what did we find? Two of the ccmpanies <br />cut their proposed charges for wheeling power nearly in half while two <br />others decided they could interchange pcwer at specified points at no <br />charge.
