<br />~ <br /> <br />. <br /> <br />, <br /> <br />) <br /> <br />. <br /> <br />. <br /> <br />~ <br /> <br />1/1,; : J <br />~~~.~d <br /> <br />WREWRIT1- <br />Wigington <br />1/29/86 <br /> <br />SEC. 2 <br /> <br />FINDING AND PURPOSES <br /> <br />(4) The scenic, recreational, fish and <br /> <br />wildlife values of the designated segment of the lower <br /> <br />Gunnison River can be protected, and an instream flow of no <br /> <br />less than 300 cfs in the Gunnison River immediately below <br /> <br />diversions to the Gunnison Tunnel, Uncompaghre Project, can <br /> <br />be maintained by the purchase, without condemnation, of water <br /> <br />rights and the change and exercise of said water rights to <br /> <br />preserve the natural environment to a reasonable degree under <br /> <br />the laws of the State of Colorado. <br /> <br />(5) The protection of the scenic, <br /> <br />recreational, fish and wildlife values of the designated <br /> <br />segment of the lower Gunnison river and the maintenance of <br /> <br />instream flows of no less than 300 cfs in the Gunnison River <br /> <br />immediately below diversions to the Gunnison Tunnel under the <br /> <br />laws of the State of Colorado is consistent with the opera- <br /> <br />tion of the Wayne N. Aspinall Unit, Colorado River Storage <br /> <br />project in accordance with the 1956 Colorado River Storage <br /> <br />project Act; with the operation of the Uncompaghre Valley <br /> <br />project in accordance with the 1902 Reclamation Act, and <br /> <br />amendments thereto; with the construction and operation of <br />
