Boustead Tunnel was completed <br />in 1971, and OUT first Colorado River Basin water <br />came through the 10 foot diameter, 5.4 mile long <br />Bou5tead Tunnel on May 16, Mr, J, Selby Young, first <br />President of the Southeastern Colorado Water Con. <br />servancy District; President J. Sid Nichols; and Sec- <br />retary Harold Christy accompanied Project Manager <br />Evans to the East Portal of the Tunnel on that date, <br />to observe the first water coming through and to <br />collect some for posterity. Water transfers were ter- <br />minated on July 20, at which time 32,445 acre-feet <br />had been transported through the Tunnel in accord- <br />ance with the Operating Principles, Colorado and <br />Upper Colorado River Compacts, and Colorado Water <br />Laws. <br /> <br />7 <br /> <br />';--,..:. <br /> <br />.. Our <br />eXAmination was made in accordance with generally <br />accepted auditing standards, and accordingly included <br />such tests of the accounting records and such other <br />auditing procedures as we considered necessary in the <br />circl.llDstances. <br /> <br />In our opinion, the accompanying balance sheets, state- <br />ments of changes in fund balance, of revenues and <br />expenditures, and of changes in U.S. Treasury Bills <br />present (airly the financial position of the Southeastern <br />Colorado Water Conservancy District at December 31, 1972 <br />and the results of its operations for the year then ended <br />in conformity wl~h generally accepted accounting ?rinciple5 <br />applied on a ba~il consistent with that of the preceding <br />year. <br /> <br />~~~~~~ <br /> <br />January 29. 1973 <br /> <br />.:-', <br /> <br />8 <br />
