<br />GOVERNMENT OF THE DISTRICT <br /> <br />o <br />0:) <br />... <br />Ql> <br />ton <br />W <br /> <br />Colorado State Statutes provide the District shall <br />be under the direction of a Board of Directors repre- <br />senting the area covered by the District. The Court <br />Order creating the Southeastern Colorado Water Con- <br />servancy District Ruled that each of the nine Counties <br />in the District would have two appointed Directors, <br />with the exception that one person would represent <br />that portion of Prowers and Kiowa Counties within <br />the District. Other Counties represented are: Chaffee, <br />Fremont, El Paso, Pueblo, Otero, Crowley and Bent. <br /> <br />The members appointed to the Board are (lbli- <br />gated to carry out not only the provisions of the State <br />Statutes. but are also bound by such other agreements <br />and contracts as are entered into by the District in the <br />conduct of water business in the interest of the present <br />and future citizens within the confines of the Con- <br />servancy District. <br /> <br />On April 20, 1972, the Honorable William L. <br />Gobin, Water Judge, Division 2, gave the Oath of <br />Office to the following, who he had either reappointed <br />or appointed for the first time to a two year term on <br />the Board of Directors: <br /> <br />Harold Christy <br />Dave Ciruli <br />Roy Cooper <br />George Everett <br />Leon Hook <br />John Huebsch <br />Dr. Wendell Hutchinson <br />John E, Javernick <br /> <br />Three Charter members of the Board of Directors <br />requested to be retired from th~ Board after serving <br />consecutively since 1958. These included the first <br />Pre,ident, J, Selby Young 01 EI Paso County, and <br />James Shoun and Frank Dilley of Fremont County. <br />Mr. Shoun served the District as the first Secretary <br />and as Treasurer for a number Df years. <br /> <br />Tom McCurdy <br />Frank Milenski <br />J, Sid Nichols <br />Joe Purvis <br />Herbert Schroeder <br />J ame5 Wagner <br />Keilh Webb <br /> <br />At the regular monthly Board meeting immedi- <br />ately foHowing the Swearing In Ceremony in the <br />Water Court, the Board of Directors unanimously <br />elected the following Officers to serve for the coming <br />year: <br /> <br />President, Tom McCurdy <br />Vice President, Roy Cooper <br />Secretary, Harold Christy <br />Treasurer, Joe Purvis <br />Assistant Secretary-Treasurer, Charles L. Thomson <br /> <br />The Board of Directors meet monthly, at the <br />District Ollices, 905 Highway 50 West, Pueblo, Colo- <br />rado, and aU meetings are held on the third Thursday <br />of each month at 10:00 a.m., unless the Board, by <br />majority vote, elects to change the date, or the place <br />or both. Visitors and members of the news media are <br /> <br />5 <br /> <br />always cordially invited to attend the Board meetings, <br />and the Directors are pleased with the large number <br />of such persons who attend. <br /> <br />TESTIMONY BEFORE CONGRESS <br /> <br />On January 24, 1972, President Richard M. <br />Nixon recommended to the Congress of the United <br />States that $38,500,000 be appropriated for continued <br />construction on the Fryingpan-Arkansas Project. This <br />was the largest amount ever requested by a President <br />since construction began in 1964, and~ if approved by <br />the Congress, would permit the awarding of a contract <br />to complete Pueblo Dam ~ continue construction on <br />the much needed Mt. Elbert Pumped-Storage Power- <br />plant; awarding of a construction contract on Cun- <br />ningham Tunnel, an integral part of the Northside <br />Collection System; and continued preconstruct ion <br />planning 011 the remainder of the Project features. <br /> <br />The Southeastern Colorado Water Conservancy <br />District is the Legal Agency for the Fryingpan- <br />Arkansas Project, having entered into a Contract with <br />the Uniled Slates on January 21, 1965, whereby the <br />District would repay, with intcre5t, the assigned re- <br />imbursable costs of the completed Project. As such, <br />its Board of Directors has a primary responsibility to <br />see the Project completed at the earliest possible date, <br />to keep the final cost to a minimum, and have a Water <br />Management Project which will accomplish those <br />things authorized by the Congress in 1962. <br /> <br />After carefully evaluating the request submitted <br />to the Congress by President Nixon, the Board deter- <br />mined it ,..'ould be necessary to ask the Members of <br />Congress to increase the request by $1,300,000, in <br />order that necessary land could be acquired at Twin <br />Lakes. Represf!tltarives from the District then joined <br />with U.S. Senators Gordon Allott and Peter H. Domi- <br />nick, and Congressmen Wayne Aspinall and Frank <br />Evans, to testify 'before the Appropriations Subcom- <br />mittees in support of the much needed additional <br />funds. The request for adequate funding was also <br />supported in testimony from the Arkansas Basin De- <br />velopment Association, Arkansas River Basin Interstate <br />Committee, the Colorado Water Conservation Board, <br />Water Resources Congress and the National Water <br />Resources Association. The Members of Congress en- <br />dorsed the request, and President Richard Nixon <br />signed it into Law in September 1972. <br /> <br />The District also testified in support of adequate <br />funding for the Army Corps of Engineer Pro"jects at <br />Trinidad Dam, and the Las Animas Flood Control <br />Project.
