This issue was discussed at the July
13, 1994 Technical Review Committee and, as a result of those discussions, JCHA prepared a
letter dated July 20, 1994 recommending the installation of small-diameter monitoring wells
adjacent to existing production wells for the actual collection of ground water samples. The
production wells that were recommended to be replaced with monitoring wells were the Rifle
Range well, Ford-2, Race-I and Loyd-2. At the Authority Board meeting on July 21, 1994, the
installation of these monitoring wells was approved.

Thereafter, during the period August 8-12, 1994, three monitoring wells were installed at the
approved alternate locations for the Rifle Range well (MW-9), Race-l (MW-6) and Loyd-2
(MW-5). Prior to drilling a monitoring well adjacent to the Ford-2 well, Arapahoe Water and
Wastewater Authority personnel identified a pre-existing monitoring well which, upon
examination, was determined to be suitable for use in the Phase I baseline study. Therefore,
only three monitoring wells were drilled, rather than the anticipated four wells. Well
construction diagrams for wells drilled as a part of the Phase I baseline study (MW-S, MW-6
and MW-9) are presented in Figures 2-4, respectively.

All of the monitoring wells were installed prior to the initiation of the water quality data
collection program. Once the three new monitoring wells had been installed and developed and
were ready for sampling, the Phase I baseline study was initiated in August 1994. The locations
of each of the sampling sites are shown in Figure I and described in Table I.

SAMPLING PROCEDURES

JCHA prepared a draft quality assurance/quality control (QA/QC) manual, which was attached
to the proposal for this study (JCHA, May 16, 1994). Comments were received from the
Technical Review Committee regarding the draft QA/QC manual, which was then finalized.

-3-
