Halepaska and Associates, Inc. (JCHA) was authorized by the Authority to
conduct a one-year Phase I baseline water quality data collection study for the upper Cherry
Creek Basin. This study, which collects monthly water quality data from select surface water
and ground water sampling locations, sought to develop baseline water quality data in the upper
Cherry Creek Basin (from Castlewood Canyon on the upstream end to Cherry Creek Reservoir
on the downstream end (Figure I)).

The Phase I baseline study obtained monthly surface flow, water quality and sediment data from
eight stations, and ground water quality and underflow data at nine stations. The locations of
these flow and sampling locations are shown in Figure I.

The first year of the Phase I baseline study has focused primarily on nitrogen and phosphorus
inputs in the upper Cherry Creek Basin as it relates to point and non-point sources. This report
describes the work that has been completed as part of the study, provides a discussion of the
results of the study, and also provides our conclusions and recommendations regarding the data
collected and future proposed monitoring. To assist the reader with technical tenns contained
in this report, a glossary of tenns used in this report is presented in Appendix F.

-1-
