Colorado Water Conservation Board Construction Program: In 1971 <br />the Colorado General Assembly enacted legislation establishing a <br />revolving construction fund for water projects and authorizing <br />the Board to enter into contracts for the construction of projects <br />authorized by the legislature. <br /> <br />During fiscal year 1977-78, the Board received thirteen new <br />applications for financial assistance to improve and/or extend <br />municipal or domestic water systems. Following the Board's <br />recommendation, the 1978 General Assembly authorized the construc- <br />tion of ten new projects. Construction funds were appropriated <br />for four projects. Construction was completed on two projects <br />during the fiscal year. <br /> <br />5. State Environmental and Hydrologic Studies: Pursuant to legislation <br />enacted by the 1973 Colorado General Assembly, the Board's staff <br />conducted studies and made recommendations for minimum streamflows <br />covering 1,330 miles of streams and for natural levels on 66 lakes. <br />Following approval of the recommendations by the Board, applications <br />for appropriations were filed with the proper district water court. <br /> <br />Public Law 93-621 designated twelve Colorado rivers for study as <br />potential additions to the national wild and scenic rivers system. <br />These studies are being done on a joint state-federal basis and <br />the Environmental and Water Quality Section of the Board's staff <br />was designated to lead the studies. During the fiscal year, the <br />studies were completed on the Big Thompson and Encampment Rivers, <br />and studies were advanced on the Elk and Cache la Poudre Rivers. <br /> <br />Investigations and negotiations were continued for permanent pool <br />water supplies in Chatfield, Bear Creek, Trinidad, and John Martin <br />Reservoirs. <br /> <br />6. Coordination Activities: The Colorado Water Conservation Board is <br />responsible for coordination of all water resource planning <br />activities involving state waters, both intrastate and interstate. <br />Stemming from this responsibility, the Board maintained continuous <br />liaison with other state agencies and federal agencies concerned <br />with water and related land resources planning. <br /> <br />-4- <br />
