DIVISION: WATER CONSERVATION BOARD

1. RELATED STATUTES

Title 37, Articles 60 through 69, CRS 1973, as amended, are all statutes
with mandates.

Among the statutory duties as set forth in the statutes are those charging
the Board to promote the conservation of the waters of the state of
Colorado in order to secure the greatest utilization of such waters and
the utmost prevention of floods; and for this purpose to make investigations
and surveys, to cooperate with the United States and the agencies thereof
and with other states for these purposes: to protect the authority,
interests and rights of the state and its citizens with respect to waters
of interstate streams in this state; to acquire real property for flood
control projects; to acquire or perfect water rights for projects sponsored
by the Board, and for minimum streamflows and natural lake levels; to
designate and approve floodplains, and storm or floodwater runoff channels;
and to enter into contracts for projects authorized under the Colorado
Water Conservation Board Construction Fund.

Responsible for fiscal, personnel, and budgetary matters of the Board.

II. PROGRAMS

Program Title: Policy Formulation

Target Public: Entire population of Colorado, and because of the legislative
mandate concerning interstate waters and treaties or compacts
on such waters, the Republic of Mexico, the federal govern-
ment, and the states of Wyoming, Utah, New Mexico, Arizona,
California, Nevada, Nebraska, Kansas and Texas.

Purpose: To promote the conservation of the waters of the state of Colorado
in order to secure the greatest utilization of such waters and the
utmost prevention of floods; to cooperate with the United States
and the agencies thereof, and with other states for the purpose of
bringing about the greater utilization of the waters of the state
of Colorado; and to investigate the plans, purposes, and activities
of other states and of the federal government, which might' affect
the interstate waters of Colorado.

The director of the Board is a member of the Arkansas River Compact
Administration. Staff members serve on the Committee of Fourteen,
