<br />. . <br /> <br />The Missouri Rivcr Basin Commission carries all of the necessary authorities <br />and responsibilities in reaching a concensus position on these matters. The statcs' <br />destiny must bc recognized in matters as important as the basic allocation and use <br />of watcr supplies of its area. <br />I would hcrcby call upon the Executive Branch to modify the current memo- <br />randum of understanding to reneet the following: <br /> <br />1) Constrain the agreement to heavy industrial water uses only: <br />2) Include consultation with the several states involved in determining the <br />amounts of water available for heavy industrial uses; <br />3) That use of water for industrial purposes shall follow state law and <br />obtain the necessary state water permits; <br />4) That a pricing policy be adopted that reflects the necessity to compensate <br />the basins account for revenue foregone due to reduced power generation in <br />downstream power plants; and <br />5) Allow the states to determine the ultimate user charges to renect the states <br />interest. <br /> <br />If we are to have meaningful federal. state. 10cal relationships in planning and <br />developing the water for the good of our people and of our nation. then the needs <br />and desires of the states and of the local people must be taken into consideration. <br />I respectfully request the Members of this committee to review this matter <br />very closely and to develop the necessary policies and actions that will allow the <br />states to mect the needs now and in the future for our area of the nation. <br />Again. I thank you for the opportunity to appear before you and I wish <br />you success in your delibcrations in these matters. <br /> <br />-4- <br />
