001 7;)

~6-

acreaees irrigated, po~er generated, or other benefits to result from such
projects; o.nd, while the Report states or infers that suoh benefits will
appear in basin-wide reports in prepe.ration for the importing basins. Co 10-
rado points out that projects for importing we.ter to the South Platte River,
e. tributary of the Nissouri River, were not inoluded in the IIissouri fiiver
Bo.sin Report, and thr.,t the Report on the Arkanso.s River Basin is said to
be in prep!lration in the Amarillo offioe, while projeots for importing ~e.-
ter'to trot br,sin are being investi~ted, planned and designed in the
Denver office.

14. In further supf-ert of "he cener!ll sugGestions outlined in p!lra-
gre.ph 11, attention is direoted, next, to the interstate prob lems th"t
are so.id to awe.it solutions in the Upper Basin, namely, that interstate
relations among all States of the Upp.'Jr Division must be defined. Colo-
rado asserts, !lnd suggests ,the Report be revised to show, thnt the physi~
cal ccnditions which generally prevail in the Upper Basin are suoh that
the streamflowe of the Coloro.do River and its major tributaries are being
used only in the one State in whloh they sre produoed qy the no.tural pre-
oipitation and runoff therein, - and hence there are no pending or threat-
ened oontroversies between adjoining States oonoerning the use of suoh
streomflowsl that such oontroversies as have arisen in the past, or are
like ly to ari se in the future, involve a re latively few minor tributaries,
suoh o.s the La Plnta River, a tributary of the SM Juan River, where an
interstate oompaot heretofore has been ratified between Colorado nnd j,Jew
l'Iexico, and the Little Snake Ri ver, a tributary of the Yampa River, where
an interstate oompact is being negotiated between ColoradO and l:yomingJ
and that similar oontroversies as they may arise in the future are ex~
pected to be adjusted ~hen and as they arise, by the tv<<) States and their
interested Qiti~'ms, as provided by Art. VI of tho Colorndo River Compnot,
wi th the aid of and based on the f'e.otual 1 nformation supplied by the
Bureau of Reclamation and other'State nnd Federal agenoies.

1,. Conoerning the definition of interstate relations in the Upper
Basin. as requested by the Report, Colorado o.dmits thnt a oomp!).ct ~ong
the States of the Upper DiVision, no contemplated in the ColoradO River
Compuot, will eventually be needed to define the relative rights and ob-
lir, rrtions of the respective Strrtes, nnd should be nee;otiated beforo the
rJl1l\l r.br:o oJ.' ultimate dovolopmont In tho Upper Dasin is renched; but
!lsserts thnt such !l compnot is desirable but not prncticnble at the
present time. As indicated by the Report. present development in the Up-
per Basin, including allowances for projeots now authorized but not yet
completed, involves the use of but one-third of the quantity of wnt;er
heretofore apportioned to the Upper Bnsin by Art. III (0.) of the Colorado
!liver Compact. Defore a oomp!lct ll/1lonc; States of the Upper Division vii 11
be needed, to reoognize and protect existing developments in each Stnte,
and define the interests of each in the waters of the upper Basin nwnit-
in!'; future develo\:ment, it nppeurs dcsirnble that sufficient additional
time should elapse during whioh projects mi ght be oonstruQted that would
at least double the present utilizntion of water in the Upper Basin, and
during whioh the Bureau of Reclamation might complete the necessary de-
to.ilod invcstic;ations of !lll development possibilities. Before a final
nnd permanent compo.Ct ronong States of the Upper Di :ision oan be nec;otiatod.
