To make the <br />Report in faot, and in aocordanoe with its title, u. Report on the Colorado <br />River Basin, basin-wide summaries of the data and information should be <br />inn luded in the final revised dro1't. This may involve rearranp;ement ot <br />the ohapters, - oombininp; ohapters IV !lJld VII into one ohapter entitled. <br />"Using the ~later." 0 hapters V and VIII into one entit led, "Power from Ha- <br />ter," ohapters VI and IX into one entitled, "Wonlth from Hater,ll - with <br />each of the three revisod chapters being subdivided into Part 1 - Upper <br />ColoradO River Basin. Part 2 - Lower Colorado River Basin. and Part 3 (to <br />be added) - SUIl1Ilary for Colorado River Basin. It is essential that all <br />terms employed in tha Raport be defined. and be employed oonsistently <br />throughout the Report, to the end that both sub-basins and all States shall <br />be treated alike. <br /> <br />17. For purposes of the Report the Bureau of Reolamation adopts a so. <br />cnlled "Basin," whioh is nai ther the natural basin, "within and from whioh <br />"aters naturally drain into the ColoradO River system," nor i B it tha Co- <br />lorado Rival' Basin as defined by the Colorado River Compact to include, <br />in addition to the nntural basin. "all parts of said Stl1tes without the <br />dr!\inn~e area of tha Colorado River system which are now or shall hereafter <br />be benefioially served by wuters diverted from the systom." Tha so-cnlled <br />"BnGln" of the Report hilS boundnries that coincide with those of the natu- <br />rnl bnsin above 1I3e Ferry, but which depart from the natural boundaries <br />below Lee Ferry. In the chapters relating to "power and Waalth from Hater" <br />the boundnrias below Lee Ferry are expanded to inc lude all of Southern <br />California, and in the Chaptor entitlod "Using the \'ll1ter." the "Basin" <br />belov, Lea Farry inc ludes 7.000 sfjunro miles of the SI11ton Sea drninnp;e ba- <br />sin, inc luding the Imparial Valley. Having adopted such a "Basin," the <br />Raport presents informlltion concerning waters diverted from the COlorado <br />River systcrm for use outside the nu.turnl basin. and dasienates those above <br />Lac Ferry as "export diversions." Hhile diversions exactly similar in <br />physical and legal charaoter are made below Lee Ferry. the term "export <br />divers ions" doa s not appear in the Lower Basin portion of the ftoport, pre- <br />sumably because the waters are used within the adopted "Basin," thou(;h <br />outside the natural basin tha sama as those above Lee Ferry. Thus the Re- <br />port implies that practises in tho Upper Bnsin differ from those in the <br />
