BACKGROUND AND SUMMARY <br /> <br />\ <br /> <br />Generally, the Corps constructs multipurpose and flood control facili- <br /> <br />ties on the Missouri River and flood control facilities on tributary <br /> <br />streams. The Bureau constructs irrigation facilities on the Missouri <br /> <br />River and multipurpose and irrigation facilities on tributary streams. <br /> <br />Each agency operates the facilities it constructs, including hydro- <br /> <br />electric generation facilities. Prior to October 1, 1977, at which <br /> <br />time the responsibilities were transferred to DOE, the Bureau also <br /> <br />constructed power transmission lines and marketed the power not needed <br /> <br />for operating the Bureau and Corps facilities. <br /> <br />Most of the System's ultimately~planned power generation facilities <br /> <br />are now in operation; the majority of irrigation facilities are yet to <br /> <br />be built. <br /> <br />At September 30, 1976, the Federal investment in the System was over <br /> <br />$2.4 billion~ Over $1.9 billion had been allocated to functions that <br /> <br />are expected to repay those costs through power, irrigation, and munic- <br /> <br />ipal and industrial (M&I) water revenues, and the remainder was allo- <br /> <br />cated to nonreimbursable functions (see exhibit I).
