<br /> <br />This review was performed in conjUnction with our audit of consoli- <br /> <br />dated financial statements of the: Pick-Sloan Missouri Basin Program <br /> <br />, <br /> <br />and the related individually authorized projects as of September 30, <br /> <br />1976. A report on those financial statements was issued January 19, <br /> <br />1978. An additional report on financial and management problems <br /> <br />disclosed in the review, that did not affect our opinion on the <br /> <br /> <br />financial statements,was issued F~bruary 16, 1978~ <br /> <br />Our review was initiated several months before certain power trans- <br /> <br />mission and marketing functions became the responsibility of the <br />Department of Energy (DOE) on OctOber 1, 1977. The findings and <br /> <br />recommendations relate to Bureau of Reclamation (Bureau) methods and <br /> <br />policies, pertaining to Pick-Sloan activities, extant at the time of <br /> <br />the review. The report identifies the substantive differences between <br /> <br />those Bureau methods and policiesiand PRS requirements established in <br /> <br />the Departmental Manual under 730iDM 4 (issued March 1976), <br /> <br />Action on some of our recommendations will be the responsibility of <br /> <br />DOE; on others, coordination will;be required among the Department of <br /> <br />. <br />the Interior (DOI),. DOE, and the $orps of Engineers (Corps). The <br /> <br />report does not, however, delinea~e action responsibility between DOI <br /> <br />and DOE because the respective areas of specifiC responsibility have <br /> <br />not been fully defined. <br /> <br />, <br /> <br />2 <br />
