Recommendations

We recommend that the repayment p~ans for Pick-Sloan be reanalyzed

utilizing more current, practical iand business-like concepts than

presently reflected in planning dqcuments and repayment studies, The

purpose of this reanalysis is to qevelop appropriate management infor-

mation upon which to base decisions on the repayment status of Pick-

Sloan, the feasibility of future' Jlaciliey additions to it, and power

revenue requirements. This shoul4 involve:

substituting the more Ibusiness-like approach of current
development, or a reas,onable alternative, for the
present ultimate deve~opment concept of determining
amounts and allocatio~s of investment' to be included
in repayment studies; I

cost reallocations co~sistent with that approach to
reflect actual operat~ons, or those in the foreseeable
future; ,
