' <br /> <br />absorbed by power revenues, That iamount is substantial and increases <br /> <br />annually. <br /> <br />Recommendations <br /> <br />We recommend that the repayment p~ans for Pick-Sloan be reanalyzed <br /> <br /> <br />utilizing more current, practical iand business-like concepts than <br />, <br /> <br />presently reflected in planning dqcuments and repayment studies, The <br /> <br /> <br />purpose of this reanalysis is to qevelop appropriate management infor- <br /> <br /> <br />mation upon which to base decisions on the repayment status of Pick- <br />! <br /> <br />Sloan, the feasibility of future' Jlaciliey additions to it, and power <br /> <br />revenue requirements. This shoul4 involve: <br /> <br />, <br />substituting the more Ibusiness-like approach of current <br />development, or a reas,onable alternative, for the <br />present ultimate deve~opment concept of determining <br />amounts and allocatio~s of investment' to be included <br />in repayment studies; I <br /> <br />cost reallocations co~sistent with that approach to <br />reflect actual operat~ons, or those in the foreseeable <br />future; , <br /> <br />I <br />power revenue require~ents based on tpat approach <br />for comparison with c4rrent revenues; <br />I <br />i <br />seeking Congressional iapproval through appropriate means, <br />if necessary, to effec~ these recommendations; and <br /> <br />taking necessary action to adjust power revenue require- <br />ments (and rates) if required. <br />i <br />I <br />I <br />I 20 <br />
