<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />U01761 <br /> <br />Federal Highway Administration (FHWA) <br /> <br />The Federal Highway Administration encompasses highway transportation in <br />its broadest scope seeking to coordinate highways with other modes of transpor- <br />tation to achieve the most effective balance of transportation systems and <br />facilities under cohesive Federal transportation policies. The Federal Highway <br />Administration is concerned with the total operation and environment of the <br />highway systems with particular emphasis on improvement of highway-oriented <br />aspects of highway safety. <br /> <br />The program administered by FHWA which bears closest on water and related <br />land resource activities is the Federal Aid Highway Program. This program <br />provides for construction of the 42,500-mile National System of Interstate and <br />Defense Highways financed on a 90 percent Federal, 10 percent State basis, and <br />the improvement of 872,000 miles of other Federal aid primary and secondary <br />roads and their urban extensions with financing on a 70-30 basis. Revenues derived <br />from special taxes on highway users are deposited into the Highway Trust Fund to <br />meet the Federal share of public highway costs. Special emphasis is being directed <br />toward making highway improvements that are the highest priority needs of each <br />State, improving the safety design of new highways, correcting highway hazards on <br />all existing roads, improving the capacity and efficiency of urban street systems, <br />encouraging the joint use and development of highway corridors, providing reloca- <br />tion assistance to those displaced by highway construction, and preserving along <br />the highways the natural beauty of the countryside. public parks and recreation <br />lands. wildlife and waterfowl refuges, and historic sites. <br /> <br />Urban Mass Transportation Administration (UMTA) <br /> <br />The missions of the Urban Mass Transportation Administration are: (1) to <br />assist in the development of improved mass transportation facilities. equipment, <br />techniques. and methods; (2) to encourage the planning and establishment of <br />areawide urban mass transportation systems; and (3) to provide assistance to State <br />and local governments and financing such systems. The program administered by UMTA <br />which bears closest on water and related land resources activities is the admin- <br />istration of advance land acquisition loans. These loans may be made at a moderate <br />rate of interest to finance the purchase of land or interests in land for future <br />use on urban mass transportation systems. Only State. regional, and local <br />government agencies are eligible as applicants. <br /> <br />As can be seen in the description of the programs above. all water and <br />related land resource activities in which the components of the Department of <br />Transportation are involved are closely coordinated with and in some instances <br />generated by State and local governments. <br /> <br />1 - 35 <br />
