<br />1 - 34 <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />TRANSPORTATION, DEPARTMENT OF <br />WATER AND RELATED LAND RESOURCE PROGRAMS <br />IN THE MISSOURI RIVER BASIN <br /> <br />The operating administrations of the Department of Transportation do not <br />embark on programs in the area of water and related land resources planning <br />independent of the States. There are four components of the Department of <br />Transportation that have programs which concern water and related land resources <br />activities. Here is a thumbnail sketch Df these programs. <br /> <br />U.S. Coast Guard (US~ <br /> <br />The U.S. Coast Guard has the following ongoing programs on water subject <br />to the jurisdiction of the United States: <br /> <br />(1) Saving of lives and property including flood relief and removing <br />hazards to navigation. <br /> <br />(2) Enforcing or assisting in the enforcement of all applicable Federal <br />laws on the navigable waters of the United States. <br /> <br />(3) Preventing, detecting, and controlling pollution on the navigable <br />waters of the United States. <br /> <br />(4) Administering a boating safety program aimed at making the operation <br />of small craft on U.S. waters both pleasurable and safe. <br /> <br />(5) Administering and enforcing commercial vessel safety regulations. <br /> <br />(6) Establishing and maintaining aids to navigation and administering <br />the regulatory program for bridges. <br /> <br />(7) Enforcing the rules and regulations governing the security of ports and <br />the anchorage and movement of vessels in U.S. waters. <br /> <br />Federal Aviation Administration (FAA) <br /> <br />The Federal Aviation Administration is charged with regulating air commerce <br />to foster aviation safety, promoting civil aviation and a national system of <br />airports, achieving efficient use of navigable air space, and developing and <br />operating a common system of air traffic control and air navigation for both <br />civilian and military aircraft. <br /> <br />A program which the Federal Aviation Administration administers which <br />bears closest on water and related land resource activities is the Airport <br />Development Aid Program. This program authorizes grants-in-aid to public <br />agencies to assist them in developing individual public airports which are <br />essential units of the national airport system. The Planning Grant Program <br />which provides matching grant monies to local sponsors of airport systems <br />plans and airport master plans is also administered by the FAA. These plans <br />subsequently are incorporated into the FAA National Airports System Plan. <br />
