TRANSPORTATION, DEPARTMENT OF
WATER AND RELATED LAND RESOURCE PROGRAMS
IN THE MISSOURI RIVER BASIN

The operating administrations of the Department of Transportation do not
embark on programs in the area of water and related land resources planning
independent of the States. There are four components of the Department of
Transportation that have programs which concern water and related land resources
activities. Here is a thumbnail sketch Df these programs.

U.S. Coast Guard (US~

The U.S. Coast Guard has the following ongoing programs on water subject
to the jurisdiction of the United States:

(1) Saving of lives and property including flood relief and removing
hazards to navigation.

(2) Enforcing or assisting in the enforcement of all applicable Federal
laws on the navigable waters of the United States.

(3) Preventing, detecting, and controlling pollution on the navigable
waters of the United States.

(4) Administering a boating safety program aimed at making the operation
of small craft on U.S. waters both pleasurable and safe.

(5) Administering and enforcing commercial vessel safety regulations.

(6) Establishing and maintaining aids to navigation and administering
the regulatory program for bridges.

(7) Enforcing the rules and regulations governing the security of ports and
the anchorage and movement of vessels in U.S. waters.

Federal Aviation Administration (FAA)

The Federal Aviation Administration is charged with regulating air commerce
to foster aviation safety, promoting civil aviation and a national system of
airports, achieving efficient use of navigable air space, and developing and
operating a common system of air traffic control and air navigation for both
civilian and military aircraft.

A program which the Federal Aviation Administration administers which
bears closest on water and related land resource activities is the Airport
Development Aid Program. This program authorizes grants-in-aid to public
agencies to assist them in developing individual public airports which are
essential units of the national airport system. The Planning Grant Program
which provides matching grant monies to local sponsors of airport systems
plans and airport master plans is also administered by the FAA. These plans
subsequently are incorporated into the FAA National Airports System Plan.
