<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />001753 <br /> <br />Flood Insurance Administration (FIA) data shown within this "State and <br />Federal Water and Related Land Resource Program" report covers two aspects <br />of FIA's flood insurance program, i.e., flood insurance studies, and, <br />participating counties and communities in the flood insurance program. <br />The accompanying volumes therefore contain State-by-State compi1ated <br />listings of the detailed Flood Insurance Studies being undertaken in <br />localities in each given State, followed by listings of communities and <br />counties participating in the National Flood Insurance Program. <br /> <br />II. HOUSING AND URBAN DEVELOPMENT HUD PROGRAMS RELATED TO WATER RESOURCES: <br />THE COMMUNITY DEVELOPMENT BLOCK GRANT CDBG PROGRAM AND THE COMPREHENSIVE <br />PLANNING ASSISTANCE '701' PLANNING GRANT PROGRAM <br /> <br />The Secretary is authorized to make Community Development Block Grants <br />(CDBGs)to States, counties, cities, units of general local government and <br />Indian Tribes for community development programs which may include, among <br />other things, the acquisition, construction, or installation of: 1) water <br />and sewer facilities; 2) flood and drainage facilities, where assistance <br />for such facilities is unavailable under other Federal programs; and, <br />3) fire protection services and facilities, which are located in or serve <br />areas where o~her community development grant activities are being carried <br />out. Treatment works for sewage or industrial wastes are expressly pro- <br />hibited. CDBGgrants may cover up to 100 percent of all program costs. <br /> <br />The Secretary also is authorized to make Comprehensive Planning Assistance <br />'701' Grants to States, metropolitan and non-metropolitan regional planning <br />agencies, local governments, and Indian Tribes, for comprehensive planning <br />including that for water and sewer planning. These '701' planning grants <br />may cover up to two-thirds of the planning costs. <br /> <br />Listings of water-related activities being undertaken under the two above <br />listed HUD programs, i.e., CDBG grants and/or '701' grants, are not con- <br />tained in the accompanying volumes. Only a small portion of any particular <br />grantee's CDBG or '701' program relates to water resources.
