<br />.. ~ '. <br /> <br />0""'1"9 <br />fJu......" <br /> <br />Chapter One of the Final Report provides background information which <br />led to the Study, and Chapter Two provides information on the Region under <br />study and its diminishing water and energy resources. Chapter Three defines <br />the alternat i ve water management st rategi es se 1 ected for anal ys is. Chapter <br />Four defines the Study's methods of analysis, starting with 1977 as the base <br />year with monetary results expressed in terms of 1977 dollars. Chapter Five <br />describes impacts of projected "Basel ine" conditions reflecting a continua- <br />tion of present trends to 2020 without a new purposeful public policy and <br />act ion prog ram to alter the trends, and Chapter Si x desc ri bes impacts of <br />st rategi es des i gned to alter trends in water ava il abi 1 ity and use in the <br />future to 2020. In Appendix A, the brief discussion of methodology included <br />in Chapter Four is expanded, and the models used in the Study's analytical <br />framework are described in detai 1. Appendix B presents detai led tables <br />showing Study results. Appendix C provides task detail on the Study organi- <br />zation and identi fies source agencies and entities which can be contacted <br />with respect to the Study. Appendix D gives a brief summary of the public <br />information and participation activities during the Study. <br /> <br />In this Summary, the results of the several analyses are synthesized and <br />presented. This is accomplished by inter-strategy comparisons highlighting <br />significant quantitative differences in impacts among water management stra- <br />tegies, and by summarizing those results of the separate regional assessments <br />that significantly relate to the quantitative strategy analyses. The methods <br />of analysis chosen were those appropriate to the objectives of the Study as <br />defined in the authorizing legislation. Analyses of benefit and cost com- <br />parisons would only be made for specific projects or actions undertaken as a <br />part of implementing Study results. <br /> <br />In arraying results, the intent is to provide information about pro- <br />jected outcomes as an aid in making major policy choices, and for choosing <br />among mechanisms for translating policy into program administration. Thus, <br />the results of the High Plains-Ogallala Aquifer Regional Resources Study are <br />portrayed to faci 1 itate an effecti ve response by the Council and the <br />Secreta ry of Commerce to the Congress i ona 1 intent. <br /> <br />7 <br />
