<br />on0539 <br /> <br />(b) Where river is within Wilderness System, provisions <br />of this Act or Wilderness Act shal1 apply (whichever <br />Is more restrictive). <br /> <br />(c) It river is administered by NIS, it becomes part of <br />national park system; if Fish and Wildlife Service <br />administered, national wildlife refuge system. <br /> <br />(d) . Secretary of Agriculture may utilize authority <br />relating to national forests to carry out pur- <br />poses of Act. <br /> <br />(e) Secretary may enter into agreements with state or <br />political subdivisions for participation in <br />administration of component especially where State <br />or county owned lands are included or adjacent. <br /> <br />Section 11. Assistance in Financing State and Local Projects <br /> <br />(a) Secretary of Interior shal1 encourage and assist <br />the States to consider needs and opportunities <br />~or establishing State'and Local river areas. <br /> <br />(b) The Secretaries of Agriculture and HEW wil1 assist, <br />cooperate, and advise State, local agencies, and <br />private interests in establishing river areas. <br /> <br />Section 12. Review of Administration and Management Policies <br /> <br />(a) Review administrative and management policies, <br />regulations, contracts and plans effecting 5(a) <br />river~ and adjacent lands and determine action <br />. needed to protect them during the period they <br />are being considered for inclusion in the system. <br /> <br />(b) No abrogation of existing rights, privileges, or <br />contracts affecting Federal lands without consent <br />of party. <br /> <br />(c) . Head of administering agency shall cooperate with <br />Secretary of Interior and with appropriate State <br />water pollution control agency for purpose of eliminat- <br />ing or diminishing water pol1ution. <br /> <br />6 <br />
