The Knapp Plan (Cont'd) <br /> <br />administration, it may be expeoted that disputes between the two States <br /> <br /> <br />will continue. <br /> <br /> <br />The intention of the Knapp calculations is said to be "to de- <br /> <br /> <br />termine how the v-.ater would have been divided among the Colorado canale <br /> <br /> <br />had the river been administered striotly according to priority." The as- <br /> <br /> <br />sumptions of the Knapp Plan have previously been uiscussed. It will be <br /> <br /> <br />noted that the Knapp procedure fails to determine the total supply of <br /> <br /> <br />river water diverted (or divertible) on anyone day, and fails to ascer- <br /> <br /> <br />tain how that total supply would have been divided between the group of <br /> <br /> <br />ditches above and the group of ditches below Caddo a had the division be- <br /> <br /> <br />tv.een them been made strictly according to the relative decreed rights of <br /> <br /> <br />the two groups of ditches. <br /> <br /> <br />The said total supply of river water each day might have been <br /> <br /> <br />determined by adding together the two items, munelYI (a) the sum of the <br /> <br /> <br />quantities of river water, exclusive of stored and imported supplies, di- <br /> <br /> <br />verted by all irrigating ditches upstream in Districts 14 and 17/ and <br /> <br /> <br />(b) sum of the inflows to Caddoa Reservoir (Arkansas River at las Animas <br /> <br /> <br />and Purgatoire River at mouth) plus the divertible inflows to the river <br /> <br /> <br />below Caddoa, - assumed by Hr. Knapp at 32 second-feet of net river gain, <br /> <br /> <br />Caddon to Lamar. The actual division of the said total supply as between <br /> <br /> <br />the ditches above and belOW Gaddoa is indicated by the relations between <br /> <br /> <br />items (a) and (b), or more accurately by the relation each day of each <br /> <br /> <br />item to the sum of the two. <br /> <br /> <br />Again, in line with the alleged intent of the Knapp calculations, <br />
