The def'eots in the applioation of the <br /> <br /> <br />formula beoome apparent when it is reoognized that the claimsd upstream <br /> <br /> <br />over-diversions are also out-of-priority as against the ignored upstream <br /> <br /> <br />ditohes; and that the calculated domstream claims involve qua.ntities <br /> <br /> <br />that are out-of-priority when evaluated against the unsatisfied prior- <br /> <br /> <br />ities of the ignored upstream ditches. Here asain the Knapp figures <br /> <br /> <br />inclUde over-oharges against Colorado. which arise from assuming that <br /> <br /> <br />all the calculated out-of-priority upstream diversions or all the calou- <br /> <br /> <br />lated domstream defioiencies, represent exchanges betv.een ditohes above <br /> <br /> <br />and below Caddoa Reservoir. The error is partial. for a part of the <br /> <br /> <br />calculated quantities may properly be credited to Caddes Reservoir. where- <br /> <br /> <br />as the remainder is improperly sntered under tm Knapp Plan. These over- <br /> <br /> <br />oharges against Colorado are related to the inaoourate assumption. here- <br /> <br /> <br />tofore questioned. under which the olaims of downstream ditches are en- <br /> <br /> <br />tered at 100% of all priorities calculated to be effective as against <br /> <br /> <br />upstream ditohes, whereas the claims of upstream ditches on the water <br /> <br /> <br />supply are ,assumed at something less than 100% of their equallyeffeotive <br /> <br /> <br />priorities. <br />
