(Par. 6 hereof) for excess deliveries out <br />of anticip~ted 1943 surplus. <br /> <br />The above cha.q;es against Colorado are less than figures first <br /> <br /> <br />presented by Mr. Knapp, covering periods early in the 1943 season. The <br /> <br />reduced figures suggest that the Knapp Plan has subsequently been revis- <br /> <br />ed. At first the priority date was fixed and arbitrarily selected. where- <br /> <br />as now a method of trial-and-error has been devised. The earlier figures <br /> <br />included items which. at times. exceeded the aggrogate of all effective <br /> <br />dowastream priorities as though the dowastree.m olaims were unlimited in <br /> <br />the extent to whioh they might oall v.tl,ter away from upstream appropria- <br /> <br />. <br /> <br />tors. This manifestly erroneous ear lier assumption a.ppears now to have <br /> <br />been revised. However. further modifioations in the procedure and fur- <br /> <br />ther reductions in the figures. representing oharges against Colorado. <br /> <br />should be made in the interests of accura.cy. as hereinafter more fully <br /> <br />outlined. <br />
