First. seleot a priority date, - using the latest priority of the ditohes in District 67 between Caddoa and lamar that, on the day under consideration. is partially but not fully satisfied. Di. tches below Lemar were ignored. presumably because their needs generally were sat,sfied by the return flows below Lamar. Second, oalculate the diversions made by upstream ditohes under priorities junior to the seleoted date, designating the sll!lle as excess or cut-of-priority upstrell!ll diversions. Third, oaloulate the amounts by whioh the claims of downstream ditohes (i.e. the sum of all priorities of and senior to the seleoted d~te) exoeed the supp~ available for diversion, designating the differenoe as the downstream de- fioienoy. The supply available for downstream diversion is oalculated as the sum of the flows entering Caddo a Reservoir plus the net river gain between l.e.s Animaa and Lamar, which is assumed at 32 seoond-feet. Fourth, the procedure is repeated, by trying other pri ority dates, until an ap- proximate balanoe is reached between the oaloulated out-of-priority up- stream diversions and the oalculated downstream defioiency, on the day under consideration. Fifth, the &naller of the two values is assumed to represent the quantity of water exchll.nged between the individual up- stream ditohes and the group of ditohes below Caduoa, and. under the Knapp Plan. is oharged against Colorado. or that State's share of the antioipated 1943 surplus supply of Caddoa Reservoir. with equivalent credits claimed in behalf of Caddoa Reservoir for Kansas.
