First. <br /> <br /> <br />seleot a priority date, - using the latest priority of the ditohes in <br /> <br /> <br />District 67 between Caddoa and lamar that, on the day under consideration. <br /> <br /> <br />is partially but not fully satisfied. Di. tches below Lemar were ignored. <br /> <br /> <br />presumably because their needs generally were sat,sfied by the return <br /> <br /> <br />flows below Lamar. Second, oalculate the diversions made by upstream <br /> <br /> <br />ditohes under priorities junior to the seleoted date, designating the <br /> <br /> <br />sll!lle as excess or cut-of-priority upstrell!ll diversions. Third, oaloulate <br /> <br /> <br />the amounts by whioh the claims of downstream ditohes (i.e. the sum of <br /> <br /> <br />all priorities of and senior to the seleoted d~te) exoeed the supp~ <br /> <br /> <br />available for diversion, designating the differenoe as the downstream de- <br /> <br /> <br />fioienoy. The supply available for downstream diversion is oalculated as <br /> <br /> <br />the sum of the flows entering Caddo a Reservoir plus the net river gain <br /> <br /> <br />between l.e.s Animaa and Lamar, which is assumed at 32 seoond-feet. Fourth, <br /> <br /> <br />the procedure is repeated, by trying other pri ority dates, until an ap- <br /> <br /> <br />proximate balanoe is reached between the oaloulated out-of-priority up- <br /> <br /> <br />stream diversions and the oalculated downstream defioiency, on the day <br /> <br /> <br />under consideration. Fifth, the &naller of the two values is assumed to <br /> <br /> <br />represent the quantity of water exchll.nged between the individual up- <br /> <br /> <br />stream ditohes and the group of ditohes below Caduoa, and. under the <br /> <br /> <br />Knapp Plan. is oharged against Colorado. or that State's share of the <br /> <br /> <br />antioipated 1943 surplus supply of Caddoa Reservoir. with equivalent <br /> <br /> <br />credits claimed in behalf of Caddoa Reservoir for Kansas. <br /> <br /> <br />Detailed tabulations attaohed to the Knapp letter of July 31. <br />
