000834

-16-

9. The Hinderlider Plan (Cont1d)

average diversions" of 302,272 A. F.. and the difference of 10.966 A. F. by
which 1943 diversions exoeeded historic averages (termed the 1943 upstream
benefits) is attributed to Caddoa Reservoir, and is balanced against the
additionel ~~atelina deliveries to Kansas or the amounts in exoess of the
Kansas quota for ~ha 4-month period.
Hith respect to the records used in the Hinderlider Comparison.
diversions in 1943 are said to have been compiled from automatic chart
records. and to include all river. reservoir and imported waters divert-
ed by the selected ditches. Historic averages Mlr', compiled by C.W.C.D.
engineers from Da.ily Reports of the Division Engineer issued in coopera-
tion with the Arkansas Valley Ditch Association. a.nd include all diver-
sions of Arkansas River water both for direct applioation and for storage
in off-channel reservoirs (including such return waters as are part of
river flows, but not including diversions from tributaries or surface
runoff, return flows or drain waters intercepted by main river ditches
below their rating flwnes). and all diversions frcm the river of v.nters
released from upstream storage reservoirs (but not reservoir-river ex-
changes. being waters previously recorded when diverted for stora~ pur-
poses), and all diversions of imported waters whether delivered direct-
ly to the Arkansas River or released from upstream storage reservoirs.

With respeot to the 10 ditches used in the Hinderlider Compari-

son, reasons for their seleotion and for the exclusion of other ditches

are not explained. No doubt the absence of records for ditches on tribu-

taries and in up-river areaS above Canon City aocounts for their exclusion.
