, 000831

-13-

8. History of Caddoa storage (Cont'd)

A.F. in February, and 16,350 A.F. in t~rch, or a total of 40,730 A.F. in

the three-month period. l1anifestly, the storage of water prior to April

1, 1943 was aooomplished lar~ly at the expense of Colorado ditches. and

the quantities they were prevented from diverting during the storage

period might properly have been returned to them at a le.ter date, before

dividing the remainder betl'2en the two States.

In this connection it may be reoalled that, originally, all

the stored l\ll.ter l\ll.S proposed to be released by the Corps of Engineers.

U. S. Army, at rates agreeable to the two State Engineers, so as to

empty the reservoir on or before April 15, 19431 and that, after a re-

lease schedule had been agreed upon. the original order was rescinded

on tlaroh 29, 1943 when permission was granted to the two States to util-

ize up to 100,000 A. F. of the constructed oapacity for irrigation pur-

poses, and hence to retain the waters there stored for use later in the

crop season. Thereupon, on April 8. 1943, the two State Engineers agreed

upon the status, division and release of the stored waters, and upon the

interpretations of the 1933 Stipulation previously outlined in Par. 1

her eof.

.

On April 1, 1943 the waters stored in Caddoa Reservoir (as

indicated by revised area-oapacity tables, based on silt range surveys

of July 1942) amounted to 48,271 A.F. Releases were made of the natu-

ral flows entering the reservoir and of waters previously stored there-

in. as needed by dov-nstream Colorado ditohes and as requested by Kansas

water Officials, at rates such that the stored waters amounted to 28.500
