Replacement necessitated, through no fault of <br />the operators, by design or construction inade- <br />quacies or the end of the useful life of a <br />facility as a salinity program responsibility, <br />including measures to replace fish and wildlife <br />values foregone, <br /> <br />Authorizes the Secretary of the Interior to provide con- <br />tinuing operation and maintenance technical assistance <br />for canal and lateral systems, <br /> <br />Authorizes the Secretary of the Interior to fund organi- <br />zation, construction, operation, and maintenance of pri- <br />vate canals and laterals on authorized Department of the <br />Interior units through grants or contracts, <br /> <br />Directs the five authorized Department of the Interior <br />units be implemented in accordance with several States' <br />water laws, <br /> <br />Authorizes the Secretary of the Interior to fund opera- <br />tion and maintenance of measures to replace incidental <br />fish and wildlife values foregone through grants or <br />contracts, <br /> <br />Directs the Secretary of the Interior to concurrently <br />implement replacement of incidental fish and wildlife <br />values foregone with construction of authorized units, <br /> <br />Provides that the Secretary of Agriculture may establish <br />a voluntary salinity control program with landowners <br />through a program including: <br /> <br />1. Identification of irrigation and watershed salt- <br />sources, <br /> <br />2. Development of plans to improve irrigation water <br />management, laterals, erosion management, and volun- <br />tary replacement of fish and wildlife values fore- <br />gone, <br /> <br />3. Technical and cost-sharing assistance based <br />upon implementation plans provided through <br />contracts with individuals, groups, and other <br />local nongovernmental agencies such as irrigation <br />districts and canal companies, except that opera- <br />tion and maintenance must be provided without <br />additional cost sharing, and that cost sharing be <br />based upon benefits received with a minimum 30 per- <br />cent provided by the participants unless determined <br /> <br />12 <br />
