<br />'(, <br /> <br />~ <br />~ <br />00 <br />~ <br /> <br />Leqislative Activities <br /> <br /> <br />The 98th Congress passed H.R. 2790 that amends Public Law <br />93-320, the Colorado River Basin Salinity Control Act. The <br />President signed the bill on October 30, 1984, and the <br />legislative initiative became Public Law 98-569. The <br />following are highlights from the legislation: <br /> <br />Dir~cts the Secretaries of the Interior and Agriculture <br />to give preference to those units that reduce salinity <br />at the least cost per unit of salinity reduction, <br /> <br />Proqides for replacing canals and laterals with pipe in <br />the Grand Valley Unit, Colorado, <br /> <br />Deauthorizes the Crystal Geyser Unit, Utah, <br /> <br />Aut~orizes two salinity control units: Stage I of the <br />Low~r Gunnison Basin Unit, Colorado, and the McElmo Creek <br />Uni~ as a part of the Dolores Participating Project, <br />Colorado, for construction by the Department of the <br />Interior, <br /> <br />Pro~ides for replacing incidental fish and wildlife <br />val~es foregone on the Department of the Interior units <br />authorized for construction, <br /> <br />1 <br /> <br />Pro~ides that the Secretary of the Interior submit final <br />imprementation reports to the Congress and to the Basin <br />Staties prior to spending construction funds for the <br />salinity control portion of the Dolores Project, <br /> <br /> <br />J <br />1 <br />J <br />1 <br />~ <br />~ <br />1 <br /> <br />,J <br /> <br />Pro~ides that the Secretary of the Interior's contracts <br />for Qong term operation and maintenance of canal and <br />late~al systems with irrigators and State wildlife <br />agencies include: <br /> <br />,1 <br /> <br />1. provisions that the facility operators carry <br />. out normal annual repair and replacement activities <br />necessary to assure continuing reductions in sali- <br />nity, <br /> <br />1 <br />..~ <br />. <br />~ <br />, <br />,I <br />~ <br />, <br />i <br />~ <br />1 <br /> <br />2.
