And I <br /> <br />really want to say this because I think possibly this has been <br /> <br />one of the most significant achievements in water resource <br /> <br />development and water quality that we possibly have had in the <br /> <br />country, The reason for this is that obviously in a com- <br />I plicated situation like this, as in many other situations in <br />I <br />our country, not everyone agrees with the same philosophic <br /> <br />principles or theories. and so forth and so on. <br /> <br />But the genius of our country is that in proceedings <br /> <br />of this type we can always work out a solution or a mode of <br />I <br /> <br />operation on a particular problem and go forward. And with <br /> <br />all the States involved here and the complicated issues of <br /> <br />water rights in this particular section of the country, the <br /> <br />fact that we were able to apply that typically American tech- <br /> <br />nique of coming forward with an accommodation and moving forward <br /> <br />to a solution I think is something that I would like to commend <br /> <br />the entire group on. <br /> <br />Before we recess--notice I am saying recess. because <br /> <br />we are going to have another session or the concluding session <br /> <br />part of this conference after the 30-day period--we will expect, <br /> <br />as I understand it, to have the press here at 10 o'clock.
