SUHMAl\Y SHEET
Dorninr.ucz Re~ervoir Pro1ect

March 1980

LOCATION

.

The Domin~uez Reservoir Project is located in west~
central Colorado in Delta and Mesa Counties. be-
tween the cities of Grand Junction and Delta.

PURPOSE

This multipurpose project would develop water of
the Gunnison River. a major tributary of the Colo-
rado River, for hydroelectric power, municipal and
industrial use, recreation. and fish and wildlife
enhancement. The proposed project plan has been
developed in accordance with the Principles and
Standards for Planning Water and Related Land
Resources which emphasize public involvement.

~

The Dominguez Reservoir Project was authorized by
the Water Resource Developments, Feasibility
Studies Act of October 27, 1972 (Public Law 92-
577).

.

Feasibility investigations were initiated in Jan-
uary 1975 with the formation of the multiobjective
planning (}~P) team. The team has studied a multi-
tude of alternativca in the planning process.
These alternatives ~ill be presented in the feasi-
bility report and the environ~ental impact state-
ment. the alternatives to be covered include
No Development, the Kon-Structural Plan, the En-
vironmental Quality Effiphasis Plan, the National
Economic Development Emphasis Plan, several other
structural plans, and the recommended plan. The
Feasibility Report ts scheduled for mid calendar
year 1981. The Draft Environmental Impact State-
ment and public meeting are due late calendar year
1981, and the Fi~a1 Environmental Impact Statement
in mid calendar yeat 1982.

The FY80 appropriations include $145,000 for
cont~nued investigations.

PLt\N

The recoomended plan considers both economic de-
velopment and environmental values. Two dams, two
.reservoirs, and two powerplants would be con-
structed for power generation. Dominguez Reser-
voir, the larger of the two, would provide water
for municipal and industrial use, with some rec-
reational development of both the reservoir and
the river below. The plan would provide for pres-
ervation and enhancement of fish and wildlife
potential above and below the reservoir and for
preservation of cultural resources and scenic
values of the area.

The proposed Dominguez Dam on the Gunnison River
near the ~ommunity of Whitewater would be a rolled
earth and rockfill structure with the following
approxicate dimensions:

Hydraulic height
Crest length
Crest width
Volume
Total capacity

171 feet
1,170 feet
30 feet
3,000,000 cubic yards
302,000 acre-feet

.

Dominguez Reservoir would have a surface area of
about 5,000 acres when full.

A conventional pow~rplant with a maximum capacity
of 18 megawatts would be situated nt the base of
the dam, while a pumpb3ck peak-demand powerplant

and reservoir (Rim Basin Reservoir) would be con-
structed about 800 feet above Dominguez Reservoir
and about 8 miles upstream from Dominguez Dam.
These facilities would have an ultimate capacity
of 500 megawatts and could be built in stages to
satisfy future needs.

Rim Basin Reservoir would be created by building
Rim Basin Dam around a natural draw (channel) on
the east canyon rim above the Gunnison River.
The dam would be a horseshoe-shaped structure with
an embankment of zoned earthfill. Preliminary
studies indicate the dam would have the following
approximate dimensions:

Hydraulic height
Crest length
Crest width
Volume
Total capacity

230 feet
8,220 feet
25 feet
14,000,000 cubic yards
9,874 acre-feet

Rim Basin Reservoir would have a surface area of
137 acres at normal water surface elevation 5,604
feet.

A multilevel outlet works would be built at Domin-
guez Dam to permit control of downstream river water
temperature, thus maintaining native fish habitat.
Some riparian lands would be acquired and develop-
ed upstream from Dominguez Reservoir to Roubidoux
Creek .and dmrostream from the dam to the Redlands
Power Canal Divers~on Dam. Backwater areas and
nesting structures would be developed for fish and
wildlife, and wildlife zon.ing would be established
around the reservoir for the protection of certain
spe~ies such as the bald eagle.

GRAND JUNCT I ON

IS Power Plant
o Pumping Plont

~i"C(
R.f 81
I Pipeline
I
I
I

~/~TE:TER
J."~
~~,;"-..~
.),~l-~
(~"\
,~ (..
\i1~~
.
