In 1990, Congress <br />enacted the Global Change Research Act for the purpose of increasing the understanding of the earth <br />system and provide a sound scientific basis for national and international decision making on global <br />climate change issues. The USGS has been given responsibility to coordinate this effort. Regional <br />workshops will be held to encompass every state and territory of the U.S. The Board was invited <br />to participate in the Steering Committee for the Southwest region, representating California's interest <br />in the Lower Basin. 1ms invitation will be discussed in today's Board meeting. A report is due to <br />the President and Congress during 1999. <br /> <br />WATER QUALITY <br /> <br />Colorado River Basin Salinity Control Prol!J1lIIl <br /> <br />Included in the Board folder is a copy of the Proposed Agenda for The Colorado River Basin <br />Salinity Control Forum's (Forum) next meeting scheduled for Wednesday June 17, 1998, in <br />Cheyenne, Wyoming. <br /> <br />Besides the agenda items, the following topics will either be discussed during the formal <br />meeting or at sidebar meetings: <br /> <br />I. Preparation of the 1999 Review Report <br />2. Revision to the Forum's budget and its impact on assessments to the states <br />3. Review of the existing standards and the numeric criteria: <br />. Are they adequate or should they be revised? <br />. Should individual ions be considered, i.e., chlorides, sulfates, etc? <br />4. Should credit be given to projects that reduce selenium and arsenic? <br /> <br />With regard to item 4, included in the Board folder is a letter to Mr. Jack Barnett from the <br />state of Colorado, dated January 28, 1998, requesting the Forum to support the feasibility of <br />combining its source of funds with other funding sources, to reduce the cost of salt removal from <br />sites which are a major contributor of selenium to the River. <br /> <br />Salton Sea Lel!islation <br /> <br />At last month's Board meeting in Monterey, California, the Board discussed recent <br />legislation that had been introduced into Congress to address the Salton Sea, specifically H.R. 3267, <br />the "Sonny Bono Memorial Salton Sea Reclamation Act." As a result of that discussion, the Board <br />agreed to support in principle certain changes to the language in the bill proposed by several of its <br />member agencies. Included in the Board folder is a copy of the letter that was forwarded to the <br />Congressional Salton Sea Task Force on behalf of the Board. <br /> <br />~~ 1_~_ .~ <br /> <br />~aJd R.
