However the Board expressed concern over perceived adverse impacts <br />of a weather modification program on Colorado. Therefore Colorado's agreement to <br />participate in the development of a Program Plan does not necessarily mean that the Board <br />will agree to implementation of weather modification program. Please be advised the Board <br />reserves judgement on Colorado's participation in a weather modification program until it <br />has reviewed the final program plan and if its concerns are adequately addressed. <br /> <br />The signed Agreement/MOU is hereby attached. Pursuant to the MOU Colorado's <br />representatives to the Steering Committee will be Mr. E. I. Jencsok, of my staff.
