While <br />these three projects have their usual detractDrs, there should be no <br />misunderstanding about the policy of th~s state as expressed by the <br />people who were elected and appointed to public office to speak on <br />behalf of the citizens of this state. <br /> <br />The Savery-Pot Hook project has already been described in, <br />some detail by our neighbors from Wyoming., Rarely has a reclamation <br />project been conceived in complete harmony between two neighboring <br /> <br />states" and on the basis that the benefits will be shared almost <br />equally. In the Little Snake Valley there are already extensive <br /> <br />irrigation systems which have heen developed over the years with <br /> <br />private capital. There is generally an ample supply of early season <br /> <br />water, but a shortage of late summer water. The present day cost of <br /> <br />farming no longer permits the irregular utilization of farmlands. As <br />the open range disappeared and drought cycles became more frequent, <br />competition for water supplies increased. The need for additional <br /> <br />reservoir facilities has become acute and beyond the scope of con- <br />ventional financing.
