In the Little Snake Valley there are already extensive <br /> <br />irrigation systems which have heen developed over the years with <br /> <br />private capital. There is generally an ample supply of early season <br /> <br />water, but a shortage of late summer water. The present day cost of <br /> <br />farming no longer permits the irregular utilization of farmlands. As <br />the open range disappeared and drought cycles became more frequent, <br />competition for water supplies increased. The need for additional <br /> <br />reservoir facilities has become acute and beyond the scope of con- <br />ventional financing.
