SPARKS <br />DIRECTOR; COLORADO WATER CONSERVATION BOARD <br /> <br />SAVERY-POT HOOK PROJECT <br /> <br />GRAND JUNCTION, COLORADO <br />MARCH 22, 1977 <br /> <br />For the record, my name is Felix L. Sparks and I am director <br /> <br />of the Colorado Water Conservation Board. I think we all are getting <br />pretty well acquainted by now. In accordance with my previously <br />expressed friendliness, it is my purpose at this time to briefly <br />explain the interest of the state of Colorado in the Savery-Pot Hook <br />reclamation project in Colorado and Wyoming. As you know, the session <br />this morning will conclude the review of the three Colorado projects. <br />Although this review is somewhat late in view of the president's <br />message to Congress'under date of February 21,1977, it is nevertheless <br />appreciated by the people of this state. It is regrettable, but <br />perhaps underst~ndable in light of the hectic sequence of events of <br />the past few weeks, that this review was not held prior to the sudden <br />Presidential termination of these projects on February 21. However, <br />we note with approval the President's memorandum of February 25 to <br />the heads of executive departments which reads in part as follows: <br />"Throughout the campaign and transition period, I <br />made a firm commitment to state and local officials that <br /> <br />they would be involved in the development of my Administra- <br />tion's policy and budget priorities and programs. I pledged <br />that such consultation would occur at the earliest possible <br />stages in order to make it significant and fruitful." <br />A number. of state and local officials have testified at these <br />hearings. We trust that the President will regard the views expressed <br />
