,

Irrigation Per~~!0Applications
.' ~tl::/
00281:1 '.

tiW)

Pa ge 2

,.

It is the individual or organization who actually has control
of or responsibility for the di.scharge of irrigation return flows
who must apply for the permit. Additionally, if an irrigated area
which does not fall within the criteria mentioned above is determined
to be a significant contributor of pollution by the state water pollution
control, agency or the EPA, the owner or operator must comply with the
NPDES filing requirements.

Numerical 1 imits on the amount of pollutants allowed in irrigation

return flows have not yet been established. The FWPCAA requires the

application of the best practicable control technology economically

achievable for irrigation return flows.

..-.:-.,.~

~t.~f
'J:-;~f,~
~~;:-:~.
~~t~?;
~::'2,:',
...."..-

EPA has an extensive research and demonstration program underway

whi ch wi 11 provi de gui dance in defi ni ng the level of di scharge. The

level of technology will determine the level of pollutant that could

reasonably be expected to be discharged using available water application

,methods, scheduling and other on-farm management techniques.

Because minimum technological and water quality requirements
have not been defined, it is proposed that discharge conditions
included in irrigation permits will initially require minimal monitoring
and reporting and the submittal of a plan to abate any high.levels of
pollutants that are identified as a result of the monitoring.

.

END

'$'"?'<
t:-&;~
(<,<iff'

~
til~;i

':,.-;.-;.z":
.........-..
~._;_:;,.--; ~:~:::
;\tf;,'

"", .
~:~~~\~~.~o~
...
