S. Environmental Protection Agency (EPA). <br /> <br />Completion of permit applications is the first step in the <br />implementation of Section 402 of the Federal Water Pollution Control <br />Act Amendments (FWPCAA) of 1972 that established a National Pollutant <br />Discharge Elimination System (NPDES). Under the terms of the NPDES, <br />nearly anyone discharging wastewaters into the Nation's streams from <br />,a point source (ditch, pipe, etc.) must now have a permit to do so <br />from the EPA or an authorized state water pollution control agency. <br /> <br />Final reg"lations governing discharges from irrigated areas <br /> <br />were published in the July 5, 1973, Federal Register.
